Mumbai is the commercial and entertainment capital of India. The Chhatrapati Shivaji International Airport (CSIA), located in the heart of the city, is South Asia's most important aviation hub, handling more than 32 million passengers and more than 670,000 tons of cargo per year. CH2M HILL is providing program management consulting services for the airport's US$2 billion modernization program.
CSIA is one of the most constrained airports in the world at 2,006 acres. Situated in the globe’s most densely populated city, it severely lacks one key element of every major airport — land for expansion. The critical task CH2M HILL accomplished with MIAL was to develop a world-class terminal — literally on top of the existing airport — and in parallel, rebuild the airport’s unique intersecting runways, with minimal interference to passengers and flight interruptions.
CH2M HILL is managing the overall modernization program, including:
- Master plan optimization
- Airport planning review
- Program development and implementation
- Design management
- Program controls and engineering procurement
- Construction contract administration
On January 10, 2014, India Prime Minister Manmohan Singh inaugurated the new state-of-the-art Terminal 2 (T2). The jewel of MIAL’s modernization program, T2 is already acknowledged to be one of the most iconic developments in recent times. Reflecting India’s diverse and rich heritage, the four-level international terminal, with an area of more than 439,000 square meters, sets new standards for architecture, planning, technology, functionality and service.
In addition to the flagship T2, CSIA’s capital projects, which CH2M HILL has supported since 2007, include modernizing the existing domestic terminal; widening and strengthening the two main runways; constructing and rehabilitating taxiways and additional aprons; and improving airport facilities — including a new air traffic control tower.
With the reconstruction of the airside and terminal infrastructure, and the ability to support larger aircraft like the Airbus A380, the Chhatrapati Shivaji International Airport takes its place as the new gateway to India.

As a program manager, CH2M HILL has served as the single point of responsibility, aligning the efforts of hundreds of designers, contractors and third parties to the goals and standards of the airport modernization program. We quickly integrated into GVK’s team to help them advance this ambitious, extensive and highly-successful initiative from initial concept to what is today one of the most modern and technically advanced airport facilities in the world.
