On August 17, 2007, southeastern Minnesota received rainfall of over 15 inches in 24 hours—5 inches more than had ever been recorded for the same amount of time in the entire state. The severe flash flooding across 7 counties, particularly in several towns located in deep coulees among high bluffs, resulted in the damage or destruction of approximately 4,200 homes and numerous businesses.
Following a major disaster declaration by President Bush for the area, federal assistance was made available to both public agencies and individuals.
CH2M HILL was issued a $10 million task order by the Federal Emergency Management Agency (FEMA) to provide assistance to individuals needing temporary housing. FEMA awarded this task order based on CH2M HILL's successful delivery of similar services following other natural disasters including Hurricane Katrina, wildfires in Texas, and tornadoes in Texas and Kansas.
We mobilized staff and resources to rapidly begin providing manufactured homes for individual families. The first manufactured home was completely installed, inspected by local authorities, and turned over to a family within 10 days of contract award. Less than 3 months later, all of the affected families who were identified as needing temporary housing had been provided with manufactured homes.
When residents completed repairs on their own flood-damaged homes or moved into alternative housing, CH2M HILL removed the manufactured homes from their sites and returned them to a regional storage area. As on every project, we emphasized safety in all of our work and that of our subcontractors, and we completed the project with no lost-time accidents or safety violations.
