Why Use Our GSA Contracts?

What you should tell your federal, state and local government customers when they ask why they should utilize our GSA contract vehicles, instead of conventional full and open competition or other procurement methods.

  • Orders placed against GSA contracts are considered to be issued using full and open competition.
  • Ordering activities do not need to seek competition outside of GSA Schedules or synopsize the requirement.
  • In addition, ordering activities are not required to make a separate determination of fair and reasonable pricing, except for the price evaluation required by FAR 8.405-2(d) when ordering services requiring a statement of work.
  • By placing an order against one of CH2M HILL's GSA Schedule contracts, the ordering activity has concluded that the order represents the best value and results in the lowest overall cost alternative to meet the government's needs.

  • 03 FAC: FACILITIES MAINTENANCE AND ENERGY ADVISORY SERVICES: energy management, energy program support, building commissioning, energy audit, innovation, water conservation services.
  • 70: GENERAL PURPOSE COMMERCIAL INFORMATION TECHNOLOGY EQUIPMENT, SOFTWARE, AND SERVICES: Includes general-purpose commercial information; technology equipment; software and services; professional audio/video equipment; telecommunications and security solutions.
    • Special Item Number (SIN) 132-50 Training Courses: Includes a 3 day "Project Delivery Training" Workshop and a 2 day "Business Process Innovation in the Government Sector" training.
    • Special Item Number (SIN) 132-51 Information Technology Professional Services: May include but is not limited to all facets of information technology design, integration and implementation: resource management, facilities management, maintenance and operation; database planning and design; systems analysis and design; network services.
  • 871: PROFESSIONAL ENGINEERING SERVICES: Includes: strategic planning for technology programs; concept development and requirements analysis; system design, engineering and integration; test and evaluation; integrated logistics support; acquisition and life cycle management

Different Ways a Client Can Use GSA

How can a client can access CH2M HILL using GSA? There are three ways.

  1. If the client has its own contracting department, that contracting department can send CH2M HILL an RFP, either competitive or sole source, asking CH2M HILL to provide a proposal in accordance with the rates in one of its GSA contract. Clients do this so that contracting will not have to determine the contract rates "fair and reasonable" since GSA has already done this work for them when they awarded CH2M HILL the original contract. The client's contracting department would issue CH2M HILL and stand alone contract based upon our proposal.
  2. If the client has its own contracting department, that contracting department can send CH2M HILL an RFP, either competitive or sole source, asking CH2M HILL to provide a proposal in accordance with the rates in one of its GSA contracts. This is very similar to No. 1 above, except for the fact that the client's contracting dept would issue an order to CH2M HILL under its GSA contract. This differs from No. 1 because an order is being placed against our GSA contract instead of a standalone contract.
  3. The client can send GSA a SOW of work, and specify the SIN number, and GSA will issue a competitive RFP to every contractor who has a contract with that SIN number. Proposals are submitted to GSA or directly to the client and GSA or the client make an award. This method is always competitive.
